An SPSV driver may drive for hire or reward only in a licensed SPSV. There are five basic categories of vehicle licences:
Taxis
- May be hired at a taxi rank or hailed on the street (stand or ply for hire);
- May stand at a taxi rank (but only while the vehicle is available for hire);
- May use with-flow bus lanes when operating as an SPSV;
- Must use a verified calibrated taximeter and a printer for receipts;
- Must have a regulation roof sign;
- Must display the national maximum taxi fare card in the front of the vehicle and the passenger information card in the rear;
- Unless otherwise agreed with the customer in advance and in writing, must not charge more than the national maximum taxi fare;
- The driver must remain with the vehicle at all times while standing for hire, plying for hire and during a hire; and
- The driver must keep a record of all bookings and provide a printed receipt.
Wheelchair accessible taxis
In addition to the above rules for taxis, wheelchair accessible taxis must:
- Have specialist equipment including ramps, wheelchair anchorages and suitable seatbelts;
- Have the accessibility symbol displayed on their roof sign;
- Accommodate at least one person seated in their wheelchair and at least three other passengers; and
- Give priority to bookings for people with disabilities.
Hackneys
- Must be pre-booked (may not be hailed on the street or stand for hire at a taxi rank);
- Must agree the fare to be charged in advance (the fare is not calculated on a taximeter;)
- Must, from the time of receipt of the notification of the hire to its completion, carry a document in the vehicle showing the details of the booking (name of hirer, starting point and destination, fare agreed);
- Must provide a written receipt containing specific information on payment of the fare;
- Are not permitted to use bus lanes; and
- Are not permitted to display signs or advertisements except as prescribed by the Authority.
Wheelchair accessible hackneys
In addition to the above rules for hackneys, wheelchair accessible hackneys must:
- Have specialist equipment including ramps, wheelchair anchorages and suitable seatbelts;
- Accommodate at least one person seated in their wheelchair and at least three other passengers;
- Have the accessibility symbol displayed on a door; and
- Give priority to bookings for people with disabilities.
Limousines
The rules for hackneys, above, apply to limousines. In addition, limousines must:
- Be suitable for hire for ceremonial occasions, or for corporate or other prestige purposes; and
- Have an engine size of at least 1900cc, unless they are over 30 years old.
